Havana, Cuba.- During a press conference held in this capital, Comptroller General Gladys Bejerano, acknowledged that, of that amount, 68 percent corresponds to damages caused by the chain of defaults in the country, 14 percent to the breach of economic plans and 1.5 percent to alleged criminal acts.
In relation to the chain of defaults, the Cuban Comptroller's Office found that organizational and administrative lack of control is one of the main causes of this situation.
According to the official, also Vicepresident of the State Council, 51 percent of entities audited during the year running from November 1 to December 12, 2018, received a negative rating.
With a total of 369 control actions carried out throughout the country, the 13th National Verification of Internal Control set as a fundamental objective the check of compliance with the regulations approved by the Cuban state business system and the control and use of inventories.
Among others, the evaluation focused on issues such as economic hiring processes, accounts receivable and payable, especially the chain of defaults in the retail sector, control over the use of fuel and payments made to workers in the non-state sector.

Even though the majority of the audited entities obtained an unsatisfactory result, Bejerano estimated there is a greater understanding of the importance of internal control by the entities.
We are in the best moment to not falter and continue in the pursuit of internal control, she said, while remarking that, in first tests carried out in Cuba, more than 70 percent of the entities analyzed had unsatisfactory results.
The biggest challenge of the Comptroller's Office, close to reaching its 10 years of existence, is to contribute with education, guidance and demand so that administrations continue to win and acquire awareness of the need for control, which is not only to prevent criminal acts , but for a company to achieve economic efficiency, she said.
