Las Tunas, Cuba.- In the students lining in rows, in the Jesus Argüelles Semi Boarding School, this conversation between two women came to me in pieces. The point is that for many citizens the term is novel and others have heard it for the first time, due to the energy situation that the country is facing and the corresponding tensions that have led to different spheres of society.
With the questions of what are the adaptations of such employment modality and the final result of the productive processes, 26Digital reached the Provincial Directorate of Labor and Social Security to talk with Oleidys Saucedo Licea, at the head of that entity.
She ensures that although we have heard about distance work recently, it has legal support in Law 116/2013, the Labor Code, which entered into force in June 2014. It is exactly established in article 20 that the employment relationship is formalized with the contract between the worker and the employer and the place where the activity is carried out is mutually agreed.
"Our province has largely joined this modality that is also known as distance work," confirms Oleidys. "At this time, 262 local subordination entities apply it.
"In a few weeks, the results are plausible. It is a flexible method of employment that allows the workers to perform their functions without the physical presence in the workplace. Therefore, it leads to more efficiency, better performance and even, the home space provides more creativity to certain processes.
She reflects on the fact that "It is true that it does not have much tradition in Cuba although as Marta Elena Feitó Cabrera, the first vice minister of Labor and Social Security, recently expressed, it is contained in the Computerization Policy of the society and from there we intend to strengthen it." It has been implemented in some entities that have created the conditions of connectivity and in the future, it is necessary to increase the use of information and communication technologies (ICT).
"In Las Tunas, some organizations stand out in their use, including the media, the office of Community Architects, designers of the Construction Maintenance Company and also Provincial Transportation.
She clarifies that "this change requires abandoning the traditional approach of hours in the office for hours dedicated to work, which represents advantages for both the worker and the entity. What can we appreciate as positive already? It decreases the hours of travel to work centers, eliminates absenteeism, late arrivals and contributes with the reduction of state expenses, such as the use of electricity.
"Of course, greater control is imposed on the part of the process managers. The planning of productive routines has to be accurate, otherwise, a good final result would not be achieved."
IN PRACTICE...
Aliuska Barrios, director of the Radio Broadcasting System in the territory, tells us that long before the energy situation, her system already used the modality successfully.
She says that "it was Miguel Díaz, head of our Tiempo21.cu website, who proposed the hiring of a reporter from the municipality of Majibacoa in the distance work modality. We rely on the Law and we can attest that it was a success because the journalist has shown a lot of productivity and quality in the deliveries he makes virtually.
"Now we have joined another dozen Radio Victoria professionals with the same results. In our experience, we can ensure that distance work is a viable option and that we will continue strengthening."
The Center for Information and Technological and Environmental Management (CIGET) is led by María de Jesús Lozano, who shares her considerations on the subject.
She explains that "we have been organizing our routines from October, so that the consultants who normally work in the companies to which we provide services, will now reconcile all the information in their homes. We only meet once a week to coordinate activities and check the results.
"Of course, the process was done legally. In the first week of the month we made an annex to the contracts of those involved to vary the schedules.
She states that "at first, we have used corporate cell phones to maintain contact and clarify details. In addition, we use the private service of Nauta Hogar, but we face the challenge of improving technological conditions and ensuring that our workers have more connectivity."
IT STAYS
Distance work, like any modality of employment, entails responsibilities and the search for good rates. No one can believe that will be paid for doing nothing at home. That, by no means, is the approach involved. This formula has grown due to the limitations in the energy order, but it is proposed as an option that should last.
In the Cuban society, population aging is accentuated, many people due to age issues have restricted mobility and other limitations. These are reasons to continue promoting the distance work, while the labor expectations are fulfilled and the technological infrastructure allows it.
