Much remains to be done to respond to constituents and their communities

If there is one thing that strengthens the authority of the local bodies of People's Power and their confidence in the people, it is the solution to the questions posed by voters in different ways.

Law no. 132 on the Organization and Functioning of the Municipal Assemblies of the People's Power and the People's Councils establishes that the proposals are the matters that the voters formulate to their delegates in occasional meetings, in programmed dispatches, or accountability meetings. These require an action or procedure for their attention, and in the absence of such an action or procedure, a reasoned response must be given to the voter.

Hence, every concern of the citizens must be a priority for the work of the administration councils, and in the case of the municipality of Las Tunas, work is being done to resolve the points made by the temporary evaluation commission, which have to do with the depth and rigor of the analyses, the quality of the responses, the delay in the solution, the certification of the proposals, the link with the base, and the systematicity of the deputy intendants in the management councils of the bodies where the subject is evaluated.

According to an assessment by the Municipal Assembly of People's Power in the provincial capital, in 2023, although progress was not made with the pace and efficiency that current conditions impose and the issue requires, there was a better situation compared to the previous assessment, although in my opinion, the comparisons do not offer the efficiency in the solution of problems, and on the contrary, each year we have to work to respond to the greatest number of proposals, without seeking satisfaction in the progress made in the previous year.

By way of example, in the seventh term of office, the number of issues raised in the accountability process amounted to 3,682, of which 2,717 were resolved, for a low 73 percent, and 965 remain pending, while 4,919 concerns or problems were raised through the dispatches, and 3,453 were resolved, with 1,466 remaining pending, which shows how much remains to be done to respond to the constituents and their communities.

According to the Law, the fundamental essence of the functions of the delegates to the Municipal Assemblies of People's Power is that, as representatives of the people, they will exercise state power. They, as a whole, exercise government; they intervene in state decisions that affect the whole community; through these representatives, the masses will systematically and regularly participate in the affairs of the government of society and the discussion and solution of problems.

In other words, the voters, who have the primary power, give the delegate the derivative power to represent them in their problems, grievances, and opinions. In this sense, the lack of support for the delegate by the administrative entities has been a reality for years. That person who fights for his or her community, for human improvement without a single resource, does not feel accompanied by many managers of entities and organizations who do not even care about the neighborhoods, nor do they visit them, with some exceptions, of course.

As a result, many have stopped believing in the delegates, because they do not see the solution to the problems, and it does not matter the effort if the results are poor and they are right from their point of view.

So what remains is a coherent action by all the directors in the function of the delegates and the communities, and this is not an option, it is a duty, because the accompaniment of these almost always anonymous heroes is the formula for the progress of the neighborhoods, and when this happens, the number of problems solved will be greater.
