San Rafael is a rural village of less than 200 inhabitants. It is located right at the point where the municipality of Las Tunas narrows with Manatí municipality. This condition of border does not leave it between two waters, but to the care of both governments in the goal of stoking the energy of the community.

Las Tunas, Cuba.- Its inhabitants are working people. Of those who wake up with the dawn and leave the sweat in the ground because, the production of food is a daily challenge. There, the peasants do not fear the sun, they have learned to listen to the land and their commitment is to make the programs of Agriculture fruitful.
The Juan Pedro Carbó elementary school constitutes a cultural and sports center, where different generations interact and healthier recreation is promoted. To the delight of the locals, the center was rehabilitated with a change of roof, the repair of the bathroom, a better finish and new colors in harmony with the vitality of the students.
Historically the community suffered the instability of the electric service, but that is already past waters. In San Rafael another current transformer was installed, four meters were placed and all the deficiencies of the fluid have been solved.
The local authorities of both municipalities have delved into the real problems of the neighborhood. Social security has favored many families and maintains special attention to six families protected by economic benefits. Resources have also been allocated to other socially disadvantaged people.
The poor condition of the roads is the main concern of its inhabitants. And it requires not only timely actions, but also a better execution, with the necessary factory works so that the neighbors do not feel in isolation from the municipal capitals.
There is still a lot to do there. The enjoyment of the children, the joviality of the youngest and the confidence of the elders are strongholds of San Rafael. In the Community Work Integrated by ´´Ourselves´´, it was reaffirmed that the locality advances with optimism and the look towards the future
