Although July 14 is not instituted in Cuba as Tax Workers' Day, those who work in this significant sector of society have celebrated the date. Historical elements could endorse the celebration; the only thing missing is the approval of the demand that year after year is made by those who are part of the National Tax Administration Office (ONAT).

Las Tunas, Cuba.- There is a detailed chronology of why this should be the date and not another. On July 14, 1958, Raul Castro Ruz issued Order number 39, which officially established the collection of a 10 percent tax on the value of all merchandise destined for the sale of agricultural products, livestock, mining...

On the same date, but in 1959, Law 447, known as the Tax Reform Law, was enacted, which was aimed at using the tax as an instrument to accelerate and stimulate the country's economic development.

"It is arduous the work that is carried out in the function of capturing the income for the State budget, starting from all the norms implemented in the function of achieving the collection generated by each one of the taxpayers, both natural and legal persons", explained Julio Francisco Quiñones Guerrero, director of the ONAT in the province.

The social purpose of the ONAT is to collect taxes for the State budget, which is also a benefit to society because they are used in the achievements of the Revolution, that is, in education, health, and sports, which are the fundamental pillars of our nation. Since its creation, on June 29, 1995, to date the transformations have been evident in terms of collections, which have increased per year, even when the province does not comply with the established plans, due to the very dynamics of the country's economy.

"One of the most important operations we have carried out was when we were in charge of the country's treasury with the so-called single account for three years. With this, we were able to organize and organize a little bit everything that has to do with the dynamics of the budgeted units and everything that is handled within the budget.

"The other major task we took on was related to the delivery of household appliances to the population; we were responsible for the collection for a long period," continued Quiñones Guerrero.

With the increase of self-employment modalities, the new economic actors increase the spaces of attention to the taxpayer, the necessary assistance to tell them what their tax obligations are, and the time comes to agree on all the income generated in this sector.

"In the business area, we have also developed a group of actions linked to legislative changes. Likewise, we pay differentiated attention to certain actors of the economy in the search of entering to the State budget what is generated with all the taxes that have been implemented in these sectors."

The work of the ONAT summarizes years of effort and training of its staff because, with the emergence of new regulations, they have to prepare their workers to then reach the taxpayers, always trying to make the technical language more practical, so that it is more accessible to taxpayers.
