For the last three months, the National Office of Collective Law Firms (ONBC, by its Spanish acronym) in Las Tunas has been involved in e-commerce and has recently incorporated payments through the Transfermóvil platform. 

Las Tunas, Cuba.- Director Aliubis Fernández González, assures that this process is not new for them, as they began to implement the collection of electronic stamps some time ago.

"The novelty lies in the collection of contracts through the Transfermóvil platform; at the entrance of our entity, the clients can find a poster with a QR code so that all people know that services can also be paid that way."

"The procedure for this new mechanism is simple, the lawyer explains that payment can be made in this way because we know that sometimes the clients don't have the money in cash, and when the contract is ready, they scan the code and get all the information, including the tariff with the prices."

Each lawyer in the unit has a code for clients to scan and they will know exactly the amount of the contract that the coder says corresponds to the procedure in question.

As part of the digitization, electronic stamps have been charged since May. "We are aware of the shortages facing the country, the lack of stamps of different denominations, which are necessary for legalization procedures.”

"To provide a solution, we have adopted the charging of electronic stamps of the same category as the procedure to be carried out, and they are even valid outside the country. We have a stamp that serves as proof that the document has a stamp of this type".

The biggest problem, at the moment, is not with the institutions that use them, but with the citizens, who seeing that they only have a document with a number, consider that it is not valid but this is not the case.

"To prove the validity of the document, Aliubis continues, we have a procedure and that is that the person must provide the identity card, and when they go to the cashier to pay for the transaction, the cashier enters the Transfermóvil platform and rectifies this purchase and can even see how many stamps and what denominations this citizen has bought.”

All instances of the national legal sector are authorized to use electronic stamps; there are verification agreements between the Civil Registry, the Notary's Office, and the Court System.

"The country is moving into the digital age. The acquisition of the stamps and the payment of services through the different platforms contribute to people not having to carry large sums of money, in addition to the discounts that the mobile application makes for each operation that is carried out.”
